Voting on Bunie.net can never be official. It is almost impossible to stop ALTs, some people go through great lengths to make sure people think their ALTS are real people.
If it was done a different way possibly, but the voting system can never be completely glitch free.
Very good point.
But if there were a group with "established and trusted members of the community who have demonstrated consistent helpfulness and positive contributions" a poll/vote in such a group (especially if large enough and invite only) would be far less likely to be exploited or manipulated as a poll on the mains.
Let's be honest with ourselves; that'd just turn into a system in which users would complain that "Mythics get what they want." Not saying that it would be all Mythic members in there, but I believe that is how it would be perceived. Plus, you would have to establish some sort of tangible criteria for the average member to see each group member's merit in being a part of the voting system.

That at least standardizes it some, but I think it turns a not-bad idea into a concept that is taking away the merit of a community-run system. Maybe if periodically the web team/moderators selected candidates for a vote in an official thread. Every week or month, 8 users are selected based on recent activity and contribution, and the community votes on who they would like to represent the community. The two or three with the most votes would join (as recon suggested) an invite-only group that contains and is run by the "elected" community members.
It would be up to this elected team to reach out to both the community and web team/moderators for events and ideas, endorse community involvement opportunities, and continuously prove to the community through participation and acts of transparency.
recap/tl;dr: moderators and web team select candidates for periodic voting; this allows a standard of positive behavior to be set for who can be considered. Community votes on new/additional representatives to join the old; this makes sure that it is the community, not the web team, that determines who shares their voice.
