Cortana wasn't simply programmed. And even if she was, so? Philosophically speaking the same could be said about us. Arguing that an AI cannot really feel emotions is as futile as me arguing you can't.
So, what, I should start treating my PC as a real person? My silverware? Should I spill my feelings to my couch? Computers can't feel emotions, because they aren't alive. Living things (arguably) can. It's silly to fixate on an inanimate object pretending to feel emotions.
The question of AI in the Halo universe is when have they evolved to the point to be considered seperate individuals in their own right. Obviously your PC isn't a sentient, but an AI as advanced as Cortana was--or became sentient right before her death, symbolized in her physical body made from hard light.
The only thing that seperates us from the extremely advanced AI like Cortana is what we're made of. The question is at what point do they become real.
