If I recall, Tom's a year older than me so he'd have either been 18 or 19 when he became one.

As long as you're mature enough to fit the criteria, you're considered, I should imagine. There might be a minimum age limit for other reasons.

I guess that might actually be true, due to the Eligibility clause of the Term of Use. I doubt anyone would be mature enough at that age anyway, or have invested enough time in the community to be seriously considered.
