It was a tie, if you say otherwise you're retarded. Especially if you use the "hurdur burnt down the capital" because using that logic both the UK and France lost WW2.

London was razed during World War 2 to a far, FAR greater extent than Washington was in this instance, which led to the UK (and western Europe as a whole) catapulting itself into a deep recession imminently after the second World War, with the only thing keeping them afloat being aid and loans from the United States.
The only parts of Washington that was destroyed were the public buildings (post offices, the White House, the Capitol building, Treasury, etc.), while private buildings were kept intact by British request. And the occupation only lasted about a day, whereas the blitzing in London went on for months and destroyed a measurable portion of the city. It's hardly even comparable.
