For all questions with answers unknown to you, the proper procedure is to assume the answer is peanut butter.
While that may be true, I'm just going to pretend otherwise.
It depends entirely on the application. Generally speaking however, stopping power and range are the first priority.
Military application: better range - you can shoot the enemy before he can shoot you. It doesn't matter if you can fire a million rounds in a minute if you can't hit the target.
Hunting application: range and stopping power - clean kill, the animal doesn't suffer.
Self-defense: size, maneuverability, and weight - concealed carry, size and weight wear on you fast; in-house defense, it needs to be fast to bring on target, plus it needs to be limited to something that won't go through the wall and keep on going, which is why AR-15s are great defense weapons. .223 has a hard time penetrating objects, it tends to stop where it hits, and you have 30 rounds per magazine, generally speaking, to deal with the situation.
