It's not. Not exactly. The taste buds coded to certain things (sweet, sour, salty, bitter) are located in pockets on different parts of the tongue, in a symmetrical pattern. If you put a salty substance directly on the bitter, sour, or sweet regions, you won't taste it at first. The moisture in the mouth is what spreads the substance around so that the whole tongue is exposed to it, and thus it doesn't seem like the taste is confined to one area.
They use this in sensory tests. If you ever study anatomy, you tend to get to use yourself as the guinea pig for experiments like this. It is not a pleasant experience.Ooooh.
