I would pretty much do what my parents did. From an early age, I would let them play video games, albeit Mario esque Nintendo games( of course along with Pokémon games, and I will ensure I preserve good old classics for them like BLUE), even Starfox and Zelda, as I personally hold the belief that fantasy games will not really effect them to a noticable degree, and by encouraging them to eventually push onto JRPGS, with even more prominent fighting, by the time they actually want to play realistic games, or even really start getting into games, it will be nowhere near as much of a deal, as they will have pretty much played games through their life, and it was noticable with myself and my brothers, that we didn't want to start playing M rated games (Cod etc.) until much later than most kids (although we did play Halo from quite an early age, I believe we got Halo CE first, but Halo 2 had just come out, so we where kind of late.)

Over-playing video games is what I think is the issue, not violent games specifically.

The first M-rated game I played was Halo 2 which didnt really phase me at 12/13. But I played that game for a long a time and was generally good with ratings, never followed them just got lucky that the games I wanted to play weren't bad.

OT: If it were my kid I wouldn't let him play online till he was more mature as it seems the community is pretty violent. Also I didn't addicted to video games until online play was available to me. I was only a campaign guy and I took several breaks, but playing online changed that.

OP do this to your brother, take away his online playing capability and I guarantee his addiction will go down a bit.
