I dont know, maybe because it would put an ENORMOUS strain on healthcare, and crime would probably rocket.
Just a thought.
I'm pretty sure crime skyrocketed because drugs are illegal and people will buy them whether or not the government says no.
Ok, say there are thousands of hard heroin addicts in a city. They run out of cash. Crime skyrockets. Jails overflow. I'd wager that the use of hard drugs like meth, heroine, cocaine, etc, will increase very little. The legality of the drugs isn't what keeps people from doing them; the fact they they are likely to kill them is.
