1. Regional censorship. Some countries like China have regional censorship. Certain things are taboo, like skulls.
2. Marketing control. Some nations, have cheaper product then others. Games in Russia for instance, cost less then the US equivalent.
3. Demographic tarketing. Different countries like different things. For example, the japanese version of Neir has a scrawny protaganist. In Japan, strength is culturally symbolized not by appearance, but of will. The American/European version featured a buff, ripped protaganist, because in western culture, strength is represented by physical appearnce. Though the game didn't sell "well" it showed that Square Enix is listening to western concerns about scrawny 16 year olds being able to wield swords the size of a bus.
