The light rifle is more powerful but still not as accurate, plus it's only useful when scoped in, it's shots are highly visible and it has a slow rate of fire making it much easier to dodge/take cover from. Other precision weapons don't come near the dmr's accuracy, even the BR isn't as accurate as it was in Halo 3 making it very hard to use beyond a relatively short distance.
The DMR has a ton of aim assist, fires fairly fast and requires less individual shots to kill (remember the BR is burst fire and takes 14 actual bullets to kill) meaning it takes a lot less target tracking to use, all while having and insignificantly longer kill time than other weapons. But it isn't the weapon balance that's that important, its what it does to map movement. It's just not fun taking huge unavoidable hits from the other side of the map when you can barely even tell the direction of the shooter. Ragnarok is a perfect example, aside from hiding behind rocks and popping your head out to shoot people far away from you, it's almost impossible to actually move around on foot without being gunned down in seconds. The map was so fun in halo 3 because the BR's limited range meant you had time to walk between pieces of cover and have smaller skirmishes with the enemy, unlike now where it's almost like trench warfare.
