To me it reads like a paper theory that will not be proven in practice. Once the particles are moving they have a positive energy state and therefore are above absolute zero regardless of how that path or particle spread was achieved.
At the very least I'd concede, if this theory proved correct, that the Kelvin scale would need adjusting but the concept of absolute zero would remain in tact.
