Seriously, I see it constantly. You can go to any game forum and there is always some "gem" that writes out this sob story of how he's done with a game like he's expecting a pity party for his departure or something.

Who cares? It's a damn game, either play it or don't. Writing out a pity resignation letter to whomever makes you look stupid.

I don't think it makes them look stupid, I think it shows that they're extremely passionate about either the franchise or a specific game within it. If you've enjoyed something for many years, and contributed to the community, but one day find yourself being pushed out one way or another a "resignation letter" may feel natural.

Many people can dump hundreds or thousands of hours into a game and find changes made that cause them to quit on the spot.

The way I see it is like this: if someone becomes passionate about a game or game franchise and dumps hundreds or thousands of hours into it, it can become a big part of their lives. If something happens causing them to need to quit, a resignation letter may help them along and finalize their descision.

And even if no one cares, it still feels good to put something like that where people can see it and read it. It makes you feel a little bit less lonely.
