So, does this mean that a Surface RT is now just a less powerful version of the upcoming Pro?

Not quite. You'll still be limited by the device running an ARM CPU instead of an x86 one. Not everything is guaranteed to work.

I would imagine that this single bit setting doesn't enable the Enterprise abilities (domain integration) that the Pro is supposed to have over the RT as well.
