Is there like some kind of special link to give to people? Or do I just post a topic saying, "Join My group____", with the link to my homepage? And where would I post the topic at?

Many people hate that, but yes, it is a way. One way is to put a link in your signature, another is to post an advertisement in the Classifieds forum. You could for instance ask some of the people you know on B.net to join your group.

I don't know a whole lot of people on Bungie.net. I usually use other forums... If I post a link to my homepage on another forum and tell people to join, can they just sign up? I'd have to make sure they had a registered account on Bungie.net though...

As long as they have a valid B.net account, they can join.
You can also check out Chapter founders, which has quite a number of tips on how to get people to join your group.

Tips for recruiting:

Signatures- Find something that is attention grabbing, but not an offense to someone else's eyes. Generic name links work, but aren't going to help that much. Find a message that conveys the ideas of your group.

PMs- Never send out mass PMs. You can get in a lot of trouble for it. You could pick active members and give them simple "Join my group please" messages, but they'll most likely ignore you. Try to pick members you think will enjoy the group, and explain to them why you think they'll enjoy the group.

The Classifieds- Much like in the others, if you have a generic message, you aren't going to get that much attention. However, if you post something interesting about your group, you're more likely to get members.

And of course, making a generic group with a generic purpose isn't too helpful.
