first of all, the arbiter IS a heretic. he is directly defying the covenant religion and the entire structure therein.
they cannot drop their religious beliefs because it is difficult to suddenly switch ideas radically and suddenly rebel against that which you have lived with and supported for nearly your entire life. the heretics defiance likely happened over a long amount of time. like i said, people dont all of a sudden just change their mind because someone tells them to.
also, i never said that SOME wont defect to the arbiter's cause. i'm sure many of the older elites and open minded covenant will join up, but this will be difficult. first of all, you dont just walk out of a spaceship. any that want to side with the arbiter when they are in space would have to do so with brute force (no pun intended). if they are groundside, it will be much easier to start a rebellion because it isn't close quarters and you can steal supplies and weapons and such and try to escape to a rebel encampment. still, you have to consider the problem of grunts needing methane. the established loyalist covenant structure supplies them with a steady stream of methane, which they need to survive. rebelling against the loyalist covenant could mean deah for many of these grunts. and knowing how brave grunts are...
basically these covenant may need to be "liberated" when no brutes or jackals or drones are around, they might be more willing to show their defiance.
I also never said that the covenant will never steadily become more aware of the situation. chances are, as the command structure begins to collapse and the rebellion and humans begin making key strikes on the loyalist covenant, more and more will defect to the arbiter's cause.
