I doubt this will be in the game or even in the plot of Halo 3. It it is- thank you Bungie. If not-oh well...
In Halo 2 didn't you once think you could be Chief fighting the Arbitor??? I know I did and the big battle was this: Chief and Arbitor argue in the clutches of the gravemined!!! That stunk!!! People want the Arbitor to fight along side chief. Yes it would take both of them to "Finish the Fight". But unless the Arbitor REALLY REALLY REALLY REALLY has no other option, I doubt he would fight along side the Chief. The arbitor suffered a fate that almost led him to Death because of the Chief. The Arbitor would rather seek revenge wouldn't he?? That is why near the end of the game wouldn't It be awsome to fight him??? I hate bosses more than anyone. But this is one battle I always wanted to see. I think this might be the best boss ever.

I'd love to be a 10 year old and tell my mom I'm going on an adventure out into the world catching Pokemon, with her full support. Never mind the fact that there are rapists, criminals, and murders out there, or the fact that I may get killed by a Pokemon.

Luckily I have Pikachu.

Why would they fight?

They are on the same side now!

But the Master Chief doesn't know that the Elites and the human's have called a cease-fire.

Because chief is cooler, and it would be a great final cut scene.
Hand to hand, and Arby is the last living Elite.

Mendicant Bias: Someone set us up the Halo. We get signal.
Gravemind: What?!
Medicant Bias: Main screen turn on.
Gravemind: It's you!
Offensive Bias: How are you, Enemy? All your base are belong to Forerunner. You are on the way to destruction.
Gravemind: What you say?!
Offensive Bias: You have no chance to survive, make your time. Ha ha ha.

Well, I think that the Elites are fighting the Brutes on earth as well. It's very possible the Humans and Elites could be working together. But, at some point in the game. You will fight beside Marines, Elites, Grunts(pwnage) and Hunters. Fighting Brutes, Drones, Jackals, Truth and possibly some new enemies. After all, no one really knows how many races the covenant incorporates.

Skankalicious

They have already fought. On first strike, he fights the Commander (Arbiter) of Ascendant Justice. Chief pushes him out into a escape pod.

The elite on the Ascendant Justice was wearing the black armor of Spec-ops elites. I don't think he was the commander of the ship.

I think that for a twist ending, you should play as the Arbiter against MC...That would be the ultimate boss, and the ultimate battle.
