Yes you are right. If I remember correctly, when Halo 2 was first announced, way way back in the day, I remember someone at Bungie saying it would bring closure, but that was very early on. We learned then back in 2004 when the game came out on the extended dvd that the Bungie had basically made a Halo 2 that was nine levels long, but suddenly they realized that this wasnt gonna work. Things that were "written in stone" had to change because obviously the game wasn't gonna end how they wanted. We dont know how it was going to end really, if their was some extra earth levels that were going to be tacked on, but on September 11, 2005, a certain map maker named The Swamp Fox found a bsp (basically part of a level, everytime you see a loading sign, its loading the next bsp) on High Charity. This bsp is set inside the forerunner ship, the mapmaker commented that he thought it would be where you faced off with truth, but this is not known.
The reason why, most likely, that Bungie thought the game they had wasn't working was because some many thing started getting cut, real time shadows, stencil mapping on everything, water physics, there physics engine (replaced by havoc). All this is on a PDF a long time ago, but it no longer exists, if you look up "Bungie Development Details PDF" on HBO you can find the link to the post, that linked to the site, that doesnt have it anymore. The extra DVD really gives no clue on when exactly they realized that they couldnt make the game like they wanted, but if I had to guess I would say around the time the E3 04 Singleplayer demo came out. Why would I say that? Go watch that part of the extended DVD again, the song "The Reason" by Hoobastank comes on. It shows very joyous fans watching a the E3 04 demo, but this very sad song comes on. A line from that song that was played was:
"i've found a reason for me, to change who i used to be
a reason to start over new, and the reason is you"
My guess is the reason you look back and you see all this really cool stuff in the old halo 2 announcement trailer and demo, and the reason its not there now, is because they wouldn't want to do the fans a disservice and put the game out on a console that couldnt handle everything they wanted to be in the game.
My guess is that Halo 3 will be exactly what they wanted Halo 2 to be.
