They're different and better in different situations, but I have to go with the Assault Rifle. I'm not really sure how a 9.5mm (Battle Rifle round, only .5mm larger than most current pistol rounds) could cause more damage than a 7.25mm (Assault Rifle round. Smaller, but I'll get to why it's better) armor peircing round. A 5mm AP round shold do equal damage to a 9.5mm. Therefore, an AP round of any other size should really do more damage.
9.5mm:
Short
Small
Round Tip
7.25mm AP:
Long
Thin
Sharp Tip
Higher velocity.
