Maybe since the Ark only opened to the Chief/Humans(?), he'll have to inflitrate, but the Arbiter (possibly being by his side, or for other reasons following him) wouldn't be able to get out. While the Chief is unloading on some covenant/flood/w.e might be in there, the Arbiter could intercept any forces trying to go inside of the Ark, possibly with "Half Jaw" helping out? And then, at the end of the game, the Chief and Arbiter have a final conflict between them, maybe whether or not to destroy the Ark (but the Arbiter has already decided to seek n' destroy/incapacitate it, correct?)but at the same time have Flood/Covenant/etc. are attacking you, so you could decide whether or not the Arbiter lives, or dies, and then you'd have to defeat all of the enemies. Just a thought.. but I think they're both on the same side
I, for one, think the Arbiter has as much right to die as the Cheif, 'cause either way, they're going to die, they fight in huge battles, and all the weight is pushing down on their shoulders, so at one point, the pressure will deconstruct/kill them, no? And well, all leaders will fall at one point.
