Why do you think so?

I don't think he will. I think someone on his team (when going somewhere on a mission), such as a Grunt of blue colored Elite, might screw up and jepordize the mission. I have wondered if HJ will die, and if he will ever get a name.

More or less, Spec-Ops Leader is Arbiter's only friend. Always watching your back, and make sure the Arbiter's orders are heard and carried out. Just like how Cortana is probably the Chief's closest friend in the galaxy. No doubt he felt a sense of shame and guilt having to leave her. He could've probably been in tears which you couldn't see through his visor, because to everyone else, he's just a machine built for war.
