I've never quite understood the concept of high-explosive handgun rounds. Currently there is no such thing. HE rounds are reserved for artillery shells, which have a huge projectile compared to any small arm (pistol or rifle).
The problem with making such a small projectile "explosive" is that at high enough speeds, most small-arm projectiles are easily deformed on impact. They aren't very rigid containers but would need to contain an explosive charge. In addition they would need to contain some sort of fusing or other mechanism that would then detonate the projectile's explosive.
Now that sort of stuff can be put into an artillery shell (usually larger than a soda can), but how to put all of that into something the size of (in the case of .50) the tip of your finger and still have it hold together during the process of being fired?
Oh well, it's the "future" and it is just a game. We can say that they are HE and even guided and no one can say we can't.
Well, they used HE rounds in Aliens, the influence of which can be found all over this game.
