Please understand that the human eye can only detect differences in 25 fps or less. Thus, whether the game runs at 30 fps or 60 fps doesn't matter, because you cannot determine a difference between the two, nor is their a detectable difference between 30 fps and 120 fps.
In fact, it would be BEST if the game ran at a completely consistent 30 fps; this would show that Bungie had completely optimized the game to run perfectly on the engine and hardware provided.
