i can answer that one.
If you don't have a website, a chapter, or some way to show that it isn't just you and some random guys who want to play bungie, then yes, making one will improve your odds from 0% to something. Which is an improvement.
However, because of the high amount of submissions to play bungie (undoubtedly) and the limited number of days in the week, they can't simply play everyone right off the bat. They have to pick and choose carefully, based on a set group of parameters, which i don't know.
Or they just write up a list, throw it in the air and shoot it with a bb gun to see where it was hit and play that team.
Either way, you can't simply play by yourself. Does it increase your chances? Definately. Much? That depends on how popular your chapter is, and you, and probably a bunch of other things. Like where you are on that list.
