The Pistol from Halo 1 was not the best weapon at any range. It was simply a good weapon at every range. The Shotgun and the Plasma Rifle were better than the Pistol at close ranges, the Rocket Launcher was better than the Pistol at moderate ranges, and the Sniper Rifle was better than the Pistol at long ranges. If somebody completely or almost completely relied on the Pistol, then they would eventually get killed by somebody who grabs a weapon that would be better than the Pistol in that weapon's respective range.
You argue that the Pistol doesn't take much skill just because it is effective, but by this logic, the Sniper Rifle is even less skilled than the Pistol because it can kill in just one shot. However, it's difficult to use the Sniper Rifle because it doesn't have much aim assistance or bullet magnetism, and the Pistol doesn't have much aim assistance or bullet magnetism, either (it has a little bit more aim assistance and bullet magnetism than the Sniper Rifle and it has a larger magazine capacity, but it's also less effective than the Sniper Rifle in terms of strength and accuracy).
Last, the Pistol from Halo 1 was balanced because everybody spawned with one with the Generic Weapon Spawn System. A weapon can't be unbalanced if everybody has one (or, at least, it wouldn't make the gameplay unbalanced, which is the most important part of the game). The Pistol actually made Halo 1 balanced because everybody could spawn with a weapon that they could use to effectively attack somebody with a strong weapon.
