I obviously can't answer the question as I do not work for Bungie but I naturally would assume that Clan Matches would have to be there at the begining of the game at least. One of the best parts about Halo 2 was Xbl as we all know and one of the best parts of Xbl was being able to sign on and have people there you know and like to play with night by night.
I personally think the reason Clan Match got the boot was due to the lack of people playing Halo 2 nowadays. And most people that play aren't the more dedicated "gamers" who want to be in a group and accomplish a goal, such as making a leaderboard.
My clan played Major Clan Match 3-4 nights a week for the longest time and had no problem finding matches. After the leaderboards were taken away however we noticed a extreme drop off in the number of people playing Major Clan.
In short I think the taking away of the leader boards as well as the release of other games that as I said the more dedicated "gamers" have moved onto killed Clan Matches. But I do believe that we will see it's remergence in Halo 3. ^_^
