Okay, everyone asks me how I know this, and instead of retyping it every time, I'll just sticky this explanation for future reference.
GAS GIANT
The gas mine is one of many suspended in the depths of the Gas Giant
Theshold, the planet around which Halo once orbited. However, these
facilities predate Halo by thousands of years. More industrial in nature, they
operated autonomously for milennia, with only a handful of Sentinels to
maintain them.
But when the Flood was first encountered, the Forerunners retrofitted
some of these gas giant mines to study the parasite. Dangling from a support
superstructure higher in the atmosphere, the mines could be detached in the
event of an outbreak. The Forerunners captured and stored countless
specimens in their desperate search for any defense against the Flood.
All that they learned was that more extreme measures would be
necessary.

For those that are skeptic about what "discovered" means *cough* Sakka *cough*, let me put it this way. If the Flood were discovered by the sense of the word meaning created, why would the Forerunner have encountered them? You do not encounter something you created. Therefore, the Foreruner did not create the Flood. Final.
There you go. Short and sweet. Encountered. Not created.
