lightning - No. Getting struck by lightning would be a bad choice. Seeing lightning would not be.

Wind - Even the strongest wind on Halo probably could not push over a three-ton vehicle (unless it was a hurricane or tornado).

I think its a very good idea. Could add a whole new dimension to gameplay. Imagine, your on the beaches of Zanzabar (or some other level), a shadow passes over you, and you look up at a dark cloud blocking out the sun. Rain starts comming down, knocking up dust and dirt from the ground, obscuring your veiw. You think this will put you at a disadvantage, but little do you know, a sniper just lost his shot on you because of this and has to fall back to a different position.

Or, a dense fog rolls onto the bloody battlefield... your gun at the ready as you walk through the densely vegetaded area, a blip apears on your motion tracker behind you. You turn around and see nothing. You hear a loud "ouff!" right behind you, you turn around again, and your partner is gone and no where to be seen. The fog rolls away for a quick second and returns, and his body is revealed on the ground in that second. You take one step foreward, only to see headlights appear out of nowhere, you jump and evade the warthog, and turn back to fire on your attackers. However, you see it explode as they crash into a rock that was hidden by the fog. You proceed to your objective.

You know, fun stuff like that :)

I, like others here, have mentioned this idea and debated over it ALONG time ago... way before H3 was announced. I think it was when the first map pack was rumored to be released that the idea was born. I belive strongly that the replayablity of H3 will be increased with the inclusion of random weather and lighting settings in MM. These setting should be selectible in customs (along with a map editor) and you can imagine people playing H3 for a long time. Perhaps the best edited map, along with weather and lighting would be voted upon by the community and added to a playlist...just maybe.

Very Bitter

I say "Hell yes!"
But I think it should be a multiplayer setting, you can change the weather & time options in the gametype menu.
Also, I think the weather should be map specific. If you are playing on Containment, (just for example) the weather should be a snowstorm, affecting your view (perhaps slowing your movement when outside?). But on a map like Headlong, it should be a raging thunderstorm, with booming thunder (and maybe temporary power outages, even).
With the time of day, It would be intresting to use light and dark against your enemies, I would love to sneak the Bomb right under my enemies noses, just because they can't see me. Better make sure the Hog's headlights are shining on that arming spot!

Very Bitter

I'm not sure if the weather should do more than be pretty. I don't actually like the idea of the wind pushing my shots off, or heavy snow making my journey slow to a crawl. Maybe rain could reduce the Hog's traction, and gusts of wind moving the Covie hovercraft around a bit wouldn't be a big deal. In fact, moving with the wind for that added boost of speed would be pretty nifty in multiplayer. I just think that these sort of things shouldn't be overbearing. More of a secondary thought, like "Oh, its snowing. I should watch for snow drifts when driving the tank. Wouldn't want to lose speed hitting one of those!"

Also, Zombies would be AWSOME at night in a thunderstorm.
