Actualy, for Halo: Custom Edition, AllDevCE is great for messing with the camera and has the same features of a Dev Trainer, not including time freeze.
Dev Trainer is a great developer mode for both Halo PC and Halo CE. Even though you can't mess with the camera, you can use time freeze. Time freeze is useful in both Campaign and Multiplayer. Time Freeze in campaign'll freeze any item excluding yourself. In multiplayer, you cannot freeze other players. You can freeze vehicles. Which means, that if they were occupied, the players would be caught inside. Unfortunately, Dev trainer can't perform actions like commands to spawn vehicles or weapons. It basicly is a host application, since it can only be used by the host. With AllDevCE though, you can use rcon so other players can mess with the commands. It can get annoying though, since anything that spawns, comes from the host. Basicly, the host'll become an exploding arsenal. :)
Since AllDevCE is a Dev program, you want to leave it deactivated until you're actualy in the middle of hosting a game. Otherwise, multiplayer will appear disabled except for LAN Game hosting. Once in-game, hit the "Page Up" Button to turn it on. If you close down the server and go back to the main menu, remember you must deactivate it before the multiplayer options will be availble. Click the "Page Down" button to disable.
Please, for the sake of your computer, don't use these commands while in some one else's server... It will appear as if it's working, but will look very jittery. Still, it won't be wokring to anyone else. DO NOT spawn vehicles on another's server. They won't go away and you won't be able to get in them. They'll just suck yup your CPU power. I don't think there's anything else you need to know for Dev stuff, so good luck with your fun. :)
