Not really sure how to describe the problem, but I'm hoping someone here has seen something similar and/or can give me some advice. I'm running Halo on an Athlon 3000+/Radeon 9700 128MB/1GB RAM with -Safemode.

I don't know, I was able to run halo perfectly (graphic wise) on a radeon 9200. Try removing safe mode and reinstall halo...and direct x.

My computer is a Dell with a terrible graphics card. When i first installed halo it looked dire, so i just messed around with the framerates and particle/texture details and resolution untill it was working ok.

I think he's running a resolution that his monitor doesn't support (in this case 1440 x 900), same thing happened to me a few weeks ago only the screen went all black.

Right. Try what they suggested above. First, tweak and config your settings to see if it helps any. If you can't see the menus period, just un/reinstall the game, and if that still doesn't help matters, then I would suggest updating the drivers for your graphics cards.

whether or not his monitor supports it has nothing to do with that. at the very least he would be able to take screenshots and have it show normally since it doesnt take it directly from the monitor, it take it from the videocard frame buffer.
