Ooh, I get this a lot, even before I went back to dialup (BAH!) because my network had unusually high latency (ping was fine, the network was crap).
The answer is, no, NO-ONE has got 'more ammo' by lag. Not even you.
What happens is, you fired two shots off when the server was lagging, causing your PC to register those shots but not the server: if you had 'hit' with those two, they wouldn't have done any damage: it's like firing blanks. I've fired a 'blank' at one guy standing still, and it did nothing.
Have you ever reached the end of a sniper clip (it looks like all four bullets have fired , but you have bullets in reserve) and the rifle doesn't autoreload? That's because there's still a round or two left in the gun. If you reload, a bullet will magically appear in the ammo display even before the reload animation has finished. If you shoot your empty rifle at an enemy and hit, you'll do damage and possibly kill them, even though your rilfe goes 'click' and there's no smoketrail.
This goes mostly for sniper rifles, but also for pistols. Sometimes rockets (ugh!) and most human weapons.
