Alright. Now I have seen all the requests from people asking for a penalty for quitters. I too, have fallen victim to these whiny poorsports several times, and nothing sucks more than a person who has to wuss out before admitting defeat. They are like those bums that fake sneeze and "accidentaly" kick the monopoly board off the coffee table.
The easiest way to combat these losers, is to implement a "down time" after a game which they won't be able to join another game. Most people are saying a 5 minute down time should suffice, however most games that I play last more than 5 minutes. It wouldn't really discourage someone from quiting if they can quit and join a new game quicker than riding it out. Therefore, a the down time must be at least 10 minutes to actually discrourage someone from quiting. But I feel quiters should be punished and a 15-20 minute down time would be more acceptable.
However, even with a downtime, there would still be a way around the system. Bung-holes that wanted to get out of a game because "its not the map that I am best at", could proceed to team kill until they get booted. The only way to avert these bastards, whose fathers should have been neutard, is to implement another down time penalty for team killers. I would like to see the minimum amount of team kills before a boot option is presented raised to 4 (just incase it is a true accident like a weak grenade bounce or trigger happy rocket launcher), and another painfully long down time.
The other option, for those that aren't as good and really do make lots of mistakes, is to make the down time penalty shorter for lower ranked people and longer for those in the higher ranks.

P.S. Bring back indistructable vehicles from Halo 1. It was one of the things that made Halo 2 not as fun as the original. Or at least an option to turn it on/off. It was one of those things that provided hours of entertainment when you were sitting around with just 1 or 2 friends.
