There has been controversy of whether the Ark is a remote, meaning it sends a signal for the other Halos to activate, or that its a big Halo, meaning that it shoots a "big death beam" (for lack of better words).

In Halo:CE we found out, that the Covenant were trying to activate Halo, and then we found out Halos purpose, to starve the Flood.
Fast forward now...
Hokay so...lets say Truths intent is to wipe out advanced life in the Galaxy and then come back and rule as some sort of god. His best tool would of course be Halo.

There are seven rings. I'm guessing that they are stratigically positioned to each take out there own sector of the galaxy. It would be safe to assume that the Installation 04 (Halo:CE) was the Halo that was in closest proximity to Earth. Thats why Truth went there, because that Halo would kill the main enemy, humanity. Now, however THAT Halo is gone. It was destroyed. So, if the Ark is a big remote control, then were' (humans) safe. Hmmm...
