Personally, I'm wondering if the Arbiter has some kind of heritage that is well known among the Covenant. It seems odd that the Prophets would be so quick to reinstate him to such a high position unless he had perhaps some special quality to him, perhaps a lineage or a bloodline. Also, I played through the heretic level today, and the heretic seems to grant some special respect to the Arbiter. At first, I always thought it was due to the Arbiter's rank, but now I'm wondering if it's because of WHO the Arbiter is, under the armor.
Now, I know there are a lot of anti Halo and the Bible guys, and I don't want to start an argument about that- but there has definitely been comparisons between the Arbiter and a Christ figure, because of the nature of his character, and also because they flat out had him crucified at the beginning of Halo 2- pretty vivid imagery. I'm wondering if like a Christ figure, the Arbiter is part of some royal bloodline- perhaps he becomes the new King of the Covenant, or something of that nature.
