Realistically, I would prefer separate vehicle damage. However, I'm sure the shield damage thing was a gameplay-based decision. Perhaps the vehicles were falling apart too much. It would really suck to get into a warthog and have it explode after one shot.
For every action, there is an equal and opposite airstrike.
It was needed in Halo:CE as there would be no way to damage drivers/ passengers/ gunners without directly hitting them. Halo 2 kept the trend.
