M$ just lost about 24 million dollars worldwide and every company has budgetry problems M$ isnt just handing them big wads of cash to do whatever they want with.
They have much better uses for their money instead of something this useless.
Bring me some sources to back those statements up, especially the one where MS is frugal with Bungie. Do you know how much dough Bungie has made MS since the firse Halo? Why, now, would they be saying, "ehhh, we have to cut you back"? According to Wikipedia, MS is doing quite well.
And BTW, how much do you think it cost to build, skin, and test the visible legs in first person? I'm going to bet a hell of a lot more than what would be needed to flip the gun to the other side of a character model's body. Stop making it sould like Bungie is a wee little company that might not make it. I wouldn't be surprised if they receive more money than entire departments.
Bungie isnt the only thing M$ has to pay for. As much money as Halo has made its only a fraction of what M$ makes then spends yearly. They Have Media Center developement costs Vista developement costs. Beta and Production of there new Handheld ZUME not to mention the miliions they hyave to pay their employees.
PLUS not to mention financing all other developers in M$ loop ie RARE.

Thank you, Captain Obvious. Again, you ignored the main part of my post, which is that Bungie is not so small they will have to worry they'll break the budget if they put in small features, while certain things that are even less useful and more expensive (like the visible legs and fully modelled,quasi-unique objects outside of normal map barriers such as trees and buildings) are in. Not to mention the general high production values. Bungie is a big company. They make lots of cash. Bungie will get a lot of cash from the big dawg, because Bungie is a big breadwinner.
And BTW, 15% of the companies total finances (I doubt that that is true, though. Where are you getting these figures?) is still a hell of a lot from one game developer.
