I think that the Halo 3 trailer's real meaning was not to show that the Ark is on Earth, but to show a fledgling alliance between Humans and the outcast Covanent. I mean, what would be the point to show that the Ark is on Earth if that was already strongly hinted at at the end of Halo 2?
The fact that the Covanent ships and fighters do not fire on the Master Chief has bothered me since I first saw the trailer. What better opportunity to kill the most hated Human in the galaxy than with a fleet of ships (even if they are an excavation force they probably still have weapons on them) and banshees that would tip the odds almost impossibly far in the way of the Covanent.
Maybe the outcast Covanent are cooperating with the Humans to activate the Ark to kill the loyal Covanent, and who knows, maybe Earth is protected from the blast so the now allied Humans and outcast Covanent will pull back to Earth to escape the blast, and then mount a defense against the advancing Flood.
The bottom line is the fact that the Covanent don't attack the Chief, even though they have a golden opportunity to do so is too much of a coincidence to simply say that 'they don't care about the Chief' or 'they don't know that he's there'. I think that the true purpose of the trailer is to show that there is an alliance, or at least a cease-fire between the outcast Covanent and Humans.
