This question is so original. My, it's just bursting with creativity! /sarcasm :)
It seems as though you're under the impression you can simply just extract these files into a folder and have them in-game. I'm pretty sure it doesn't work like that. They're meant to be used in custom maps, not in maps that already exist. Basically, they're something you put in when you're making a map. That's why they're called tags and not mods.
