well why dont alot play it seems so kool 2 experience new maps
Who can say? A good guess would be that it's a separate download (and a big one at that), so many people probably can't be bothered to spend the ten or twenty minutes it would take to download on broadband. That, and people like to stick with what they're comfortable with. When people come to Halo CE and get their asses handed to them, they automatically run back to the safe haven of HPC, where there are enough casual players to make even the worst competitive player look good. They make up excuses such as "random leading," "all custom maps suck," etc., etc., ad nauseum. HCE isn't nearly as bad as it used to be in terms of a level playing field. A lot of the better players have... disappeared.
In any case, it has been an utter mystery to us hardcore CE fans as to why the masses haven't flocked to the only promise of furthering Halo on the PC for the next year or two or three or indefinite period of time (if you know what I mean). I encourage anyone reading this to give Halo Custom Edition a try... and stick with it. The new Halo 2 maps (Zanzibar and New Mombasa) may give a significant boost to player numbers when they are released.
