Hm. I would check your internet connections. Because you said you kept generating a high ping, stuff like defragging HDs, clearing all apps, etc, wouldn’t work since they’re all locally based. The exception would be apps like Xfire and internet browsers, those eat up precious bandwidth. I would shut all those down, at least for the time being. Also, see if any proggies or apps in the background are updating or something…I’ve seen times where my ping skyrockets because, say, my AV is updating.
Try, like someone said, powering down/up your router and everything that stands between your computer and the connection. Also, get into Windows and repair your connection manually by right-clicking your connection and clicking repair.
