i just want to know if any non player characters will eb able to pick up guns off the floor. like say an elite who is running low on plasma ammo, could he pick up a rocket launcher for kicks? can marines use a needler. or can ai people use two weapons at once? or is that just limited to the chief. also, can elites decide they want to jack that empty scorpion tank, or warthog, and use it to squah the human forces?

Whatd be awesome is a civilian picking up a shotty and shoot an Elite. And i thought ive seen Marines pick up Needlers in AoCR, he was on my tank shooting a Needler.

There are parts in the game where humans have covie weapons (like the captain when you rescue him) but I don't think it would help the game for the better for bungie to do that, but who knows, if marines can drive then maybe they can changer their weapons. One thing I'd really like to see is being able to command the marines to go somewhere, or attack a specific enemy, or do something.

On the topics of covies using human weapons.... That does not happen. If you'll recall your Halo lore (i'm not certain the source of this), but the covenent will not touch human technology (at least military equipment wise) because they deem it as so vastly inferior, their pride won't let them (mostly for elites, their arms won't let them in the case of grunts =D). If an elite were to just pick up a pistol, and understand it's true power, that would be a force to be reckoned with.

In the first Halo marines used Needlers and plasma weapons as needed.

Flood were able to wield both human and covenant weapons.

For Halo 2 I'm sure marines will be able to continue to do the same, The real questions is if they can also dual wield and if Covenant can steal human weapons. Although in the books it has been revelaed that the Covenant hate human weapons as they find human weaponry "inefficient".
