I haven't restarted my computer to try to fix this problem, but I have shut it down, and then used it again.
Sorry, but I'm not a computer expert, but what are cookies, in computer terms? Are you using Windows? I don't know a thing about Fire Fox so I don't know what it runs on. Go to tools>internet options>delete cookies.
Its more likely to be a Cache error, on Firefox go to Tools - Options - Privacy Tab - Cache Tab - Clear Cache Now (button). Or you can just hit Ctrl + F5 which does the exact same thing.

Send an e-mail to bnetbugs@microsoft.com and include what operating system you were using and any other information that might help them recreate the problem.
Although sending it to bnetbugs is never a bad idea, but since it appears to only happen to him, chances are that the problem is not server side and therefore Bungie can't do much to help.
