I think the other looking spartin is a forerunner droid. GS343 assumes the Master chief is a forerunner. If a forerunner technology is awakened it has an objective. Maybe it was woken up because installation 4 was destroyed. If it has a mission to activate an ark situation because if 1 halo was destroyed. The forerunners would have redundent systems to make sure the flood could not spread. At first the master chief and the eliete soldiers would be trying to get into an ark, this driod would take the side that most resembles him. It doesn't have to tell the master chief it intends to set it off instead of shutting it down. The master chief and the soldiers would take any extra hands to defeat the covenant.

Forerunner droid, you say? Interesting... Although it's hard to imagine a Forerunner wielding a human weapon. You'd think it'd be some ub3r looking (energy) gun...
I'll but that the forerunner technology that has stirred is something that is going to try and either make more halo's or repair the old halo's because now the galaxy wont be completely covered. And since we've seen how smart the Forerunner i find it reasonable to assume that they built something to repair the rings if they got damaged (either that or its a giant halo that will try and cover the gaps that are now present in the galaxy--because halo's are missing)
If the Forerunner thought of a failsafe that maybe an installation would be destroyed.. Well think, what could be reactivated in the event a installation is offline? Halo was all about gaining control of the superweapon Halo and not letting the Covenant have it. Perhaps Onyx has a superweapon that fills in Installation 04 to keep the network functioning? If it's anything of a weapon, then Onyx could turn the tide of the war.
