Not really. You could look at their profile to see when they last logged in though.

Actually there is a way to tell if they are on or not. Check this page out. It lists the mods in the order they have logged on. To message a mod click on their avatar.

It's all bungie.net time.

Pacific = Bungie
Mountain = bungie +1
Central = bungie +2
Eastern = bungie + 3
UTC = bungie + 7

I don't think Bungie time changes with daylight savings time so all of those will change except the UTC bit. UTC doesn't change with daylight savings time.

If anyone is interested in setting this up on their computer or mirroring the site for some odd reason: here is the source and some other stuff that lets it run.
