Dude, your computer is good enough to run Halo PC at decent settings. I used to run the game on a freakin' Emachines with 512 Ram, a PCI ATI 9200 and a 1.8 Ghz Celeron and the game was very smooth at 640x480 with all settings up. Sometimes I even got a little balsy and ran at 800x600 and it was still playable.
Your CPU and RAM are beyond minimum spec, and your video card, although outdated, it is a DX9 card and should run the game at full graphics, but at a lower resolution like 800x600 or 640x480. What resolution are you trying to run at? Also, do you have the game locked at 30 FPS? I find that on the PC, locking the game at 30 FPS tends to feel like it's "lagging".
Check your in-game graphics settings, and make sure you aren't running at too high of a resolution, and you aren't locking the game at 30 FPS.
Also, what the other guys said about background processes is true too. Try running Adaware and checking which apps are running in the background.
