They didn't want to be ruled by the UNSC, or they didn't want to fight in the war.

The spartans were created to make sure a civil war did not happen in the outer colonies. In the first few pages of the Fall of Reach something is said along the lines of "if military intervention is not conducted a war will break out within the next 20 - 30 years" (that is not the exact wording, but close enough. Like the previous post said... they were just a tool in the box when the covenant came in the picture.

right, spartans were made to make sure UNSC had a special task force in the event ANY thing happened that was too difficult for normal military to handle. the spartans later just got caught up in the covie-earth war.

No, No, and No! You people have it ALL wrong. The Spartans were created so the UNSC had talented chefs that could go out in the woods and kill an animal so the Admirals could get fatter. Fortunately the Convenant came and started killing people and the Admirals didn't want to fight so they sent the Spartans. DUH!

spartan's were created because Hasley wanted them to and because the rest of the planet was afraid of themselves. they didn't want arguements to spur wars between planetary colonies. the Spartan's were supposed to be the kick butt cops of tomorrow.

the UNSC knew about the covenant before the Spartans were created because that is the reason they were created. we knew that the covenant had better technology then us so this was our desperate attempt to even the odds.

ok Dom0429 the UNSC(the Good guys) at war with the Covenent (the Bad guys) and the rebels didnt want to be part of the unsc and fight in a war against the covenent and thats why there are rebels.

and im sure there were other reasons for the rebels too

u should red the books there actually really good, n u might learn some info on halo

nvm.... well... maybe the Spartan IIs were created because of the covenant... but what about the Spartan Is? anyone remember if the books ever say when that project was started?

In the books it says that the spartans were made to bring down the rebellion on the horizon. ONI had intel that the UNSC would be taken over in the next decade ( that was in the 2510's) so by 2520 their would be a massive rebellion so they had to take drastic military action. It also talked about the spartans first mission of invading a rebel base.

Jordo is wrong. The ONI did not know about the Covernant then they would of prevented Harvest. That's why if you read the book correctly it tole you that the spatanII program was made to bring down rebels. The moljnir program and the spartanII program were different they just incorperated that into the spartans. The UNSC knew nothing of the Covenant while funding the spartanII and Moljnir projects. They stole the sheilding from thew Covenant later on though. and put that into the spartans armor. They used to not have sheilds.
