Ok, I need some more knowledgeable than I about Semetic philosophy for this theory.
What I am proposing is that the Humans and the Covenant are created by a single group of 'Gods' (Forerunner), but the Covenant are considered to be 'good' and the Humans are 'evil'. This theory has developed in my mind mostly because of how the Covenant view the MC; he is the devil. Now, notice how his battle prowess is not what sets him apart from the other Spartans - its his leadership skills and his extroardinary luck. Ok, here is where it gets wierd: is not the devil supposed to be very lucky in the Semetic religions (or am I just plain wrong here)? I believe the MC was made an average warrior (with regards to his Spartan mates) to put a spotlight on his luck; he did not achieve his feats because of his unmatched skills in the midst of battle, but because of his incredibly good fortune. Additionally, the other Spartans who were possibly better than the MC are all dead.
Because the MC pretty much represents humanity on the galactic scale, and he is the devil, then we can be considered a race that has fallen out of the good graces of the 'Gods' (or 'God'). If this is the case, then we have an explanation to why the Covenant scavage Forerunner techonology rather than innovating: the Forerunner Gods do not look kindly upon a race of their creation that is not satisfied with what they have given.

Anyways, this kind of theory might have come up before, so apologies if it has.

By "semetic philosphy" do you mean Theology of the Jewish religion? In that case- no you are wrong, there is no precedent that the the devil is very lucky.

I think your theory is kinda going down a wrong track. John 117 is lucky- but he is also much more driven than any other spartan. You can get that from the books- his teamates actually question a few missions at times, and their characters are portrayed much more casually than MC. MC is prepared and focused 24/7 and that's why he is the best. He is fueled by winning- and that's it.

The covenant first hold the prophets as near-god like, but then their religion is based on finding and adapting covenant technology. This no doubt is cultivated by the prophets in order to "stay on top".

The forerunner may or may not be human- but one thing is for sure- they aren't God. They are a race that apparently has died away- that was incredibly technologically advanced. The covenant have made them out to be God, because with the forerunner technology they can sure "dominate the heavens".

I think your theory is a bit too much "Big picture"- just because the covenant place the forerunner in a religions light- doesnt mean they ARE.
