I like to think of the difficulty of the two games on Legendary as sporadic.
Halo, although not a whole lot more difficult than Heroic, had its stressful moments on Legendary (the cargo hold of the Truth and Reconciliation, anyone?). Overall, however, it just isn't a huge challenge, once you find a combo or set of combos that really seem to be effective.
Halo 2, on the other, breaks the Legendary formula. In Halo, you could literally take any gun on Legendary and survive. Sure, running headfirst into the Flood with a Needler seemed like nothing more than a suicide mission, but it was feasible. Halo 2, you almost have to have a Plasma Pistol/Battle Rifle combo to make it through...and don't even get me started on Jackal Snipers. Talk about Campaign-breakers. Sure, in terms of the context of battle, it makes sense that Covenant snipers are really accurate and terrifyingly dangerous, but give me a break, Bungie; when Beam Rifle shots kill everyday Marines in four to five hits, I get nailed once and die, being the amazing super soldier I am.
Both are great, in my opinion, and have their respective merits over one another. Although Halo: Combat Evolved seems to be more player-friendly, Halo 2 focuses more on overall realism (emphasis on "overall") - a choice that makes for frusterating gameplay.
