Turning over the ability to make gameplay decisions (without testing) to the limited community here on Bungie.net would be disasterous. I am all for us having input, but we have that now. That's what this very forum is for, after all. The very fact that you could create this thread is a testament to that.
That being said, I agree with the person who said that there wouldn't be any more people coming in to vote than there are now. Also, you wouldn't be able to show the results, as this would just create even larger flame wars. Even if they did all the work to set it up, it wouldn't make that much of a difference.
Yes, you would probably get more hardcore gamers to come here and vote to make MM into something they like more. But this would just alienate the casual players. You need to get the point that this game, like almost EVERY GAME MADE, is for casual play. The fact that they use it for tournaments doesn't change that fact. Pro players are in the minority, and they already have a system in place to play the game the way they want.
Casual players won't come here. It's too much work. Of my group, I am the only one that ever comes here. They rely on me to tell them what's going on with the game. This wouldn't change with your voting system, as they are casual gamers. Changing the gearing of the game away from casual gameplay would alienate them, and that just doesn't make good business sense.
Now, if you are talking about an in game function over Live for Halo 3, I would be all for it. The system is already in place to limit votes there, and it would be readily accessible even for casual gamers each time they played. The results of something like that would be much more indicative of the community as a whole.
