It's exactly what it says it is. It's when you hit the "B" button on the gamepad, which by default is to melee, and then followed by the "X" button which immediately cancels the melee animation followed by the "R" or right trigger.
When you run and melee somebody, it causes more damage than if you were standing still and meleeing. So, if you were to do a running melee to somebody followed by a shot to the head with a battle rifle, it would be enough to kill that player. A BXR is basically that, but fast forward it about to a 1/5th of a second. Due to its simplicity, it isn't too hard to learn, and turns most rifles into efficient close-quarters weapons.
