I've got to say, I had not even heard of the BXR bug until reading this. I for one don't know if I have ever accidently done it, it looks easy for someone mashing buttons to do without knowing, and quite honestly from trying it a few times in a local game with someone, doesn't seem to make that much of a difference in my games (which tend to be sniper, swat, etc).
I for one think, instead of punishing people for using it, do a 1.2 update that stops the functionality all together. Seriously, there are from a video i watched tonight all sorts of bugs...like the ability to throw two grenades after supercharging the plasma pistol, the ability to suicide without a negative pentalty, etc. But people are playing the game the way it works; if you don't like that, I'd say FIX THE GAME, don't snoop around on packet data and assume someone is cheating. Because in my opinion, if its in the game, its not cheating.
What I consider cheating is modifying the contents of the game files, or sending packets that cause autoaim or other events to happen. Playing the game as-is isn't cheating, its being using the game to your advantage, something everyone is on equal ground to do.
so once again, FIX THE GAME, don't ban people who may accidently do something you consider cheating without knowing it.
I can't tell you how many times I've sat there in a game and wondered why something did what it did. Its quite possible I've pressed a button combination that triggers a glitch from time to time; some that have done things positive for me, others that haven't. Whats next, banning a good shot because you think they could be cheating?
Looking at the glitch, it seems pretty simple: Don't reset the state of the weapons when a malee is cancelled if the opponent was hit. Just like with the plasma pistol grenade bug. Don't reset the state of the grenade toss when the pistol finishes overloading. Its very obvious to a programmer how that glitch got in there, just fix it, no need to ban, no need to supervise, and most people will be happy unless they rely on those "features".
